http://investphilippines.org/siliconvalley/news/...or-hydro-projects/
In response to your queries, here are my best answers, viz:
1. Yes, it is true Philiipine BOI approved Mr. Lee's projects;
2. It is not only BOI whose approval is related to the availment of incentives being offered by Philippine law to Asiapac, but it is likewise, the Philippine Department of Energy (DOE), the sole agency mandated by the law to regulate the development of renewable energy projects in our country that has already issued RESCs ( Renewable Energy Service Contracts) to each of the four projects.
RESC is a contract between the Philippine government and the private developer for Asispac to develop, construct, and operate RE projects ( Hydro for Asiapac) for 50 years. RESCs are only issued by the DOE if the necessary screening process and compliance to specific requirements to prove that the projects are viable so with the capability of the Developer (Asiapac) to develop such projects are established. It usually takes two(2) to three(3) years to secure the RESC after all feasibility studies, government permits (ECC, water rights, IPs clearance, etc), projects bankability and other related requirements are satisfactorily accomplished. Its like passing through the eye of the needle before RESCs are granted.
3.On the website, its not my area of service as i do the feasibility studies, engineering design and assistance in securing government permit. Anyhow, just to provide some answer, I asked from Asiapac office and the anwer was that the website went out because of line problems and that it will be restored again "soon". In such event, you may see their website again and contact them at the numbers that will be indicated.
As far as i am concern, we ( vergel3 consult) are the still the engineering consultant for Asiapac and we still have jobs to do for them like the preparation of Detailed Engineering Design (DED) which is the last engineering activity before construction takes off among all other requirements like financial closure and etc.
Best regards,
Manny Vergel III
