Great River Energy joins liquid-coal effort

Great River Energy is teaming up with two other energy providers on a new type of coal-energy project.
The Elk River-based energy cooperative is partnering with Headwaters Energy Services and The North American Coal Corp. to explore the development of a North Dakota coal-based refinery to pursue coal-to-liquid transportation fuels and electricity.
The companies have established a single venture, American Lignite Energy, which will evaluate the project.
Coal-to-liquid plants refine coal into a form that can be used to fuel trucks, planes and cars. Other countries, such as South Africa, already use the technology.
It is one of the latest examples of new technologies touted by coal producers, who are looking to create a new market for a resource that is abundant in the United States but has been fingered for its role in global warming.
American Lignite Energy will continue activities to determine if development of a coal-based refinery is viable in North Dakota. The new facility would produce 32,000 barrels of fuel per day.
Final site identification is under way. If the project were to move forward, financing and construction could take up to six years.
This would be the first coal-to-liquid project for Great River Energy, a not-for-profit generation and transmission cooperative that provides electricity to 28 distribution cooperatives in Minnesota and Wisconsin.
A spokeswoman said that advances in technology, combined with a growing focus on reducing dependence on imported oil, convinced the company to explore a coal-to-liquid plant.
The North Dakota Industrial Commission has committed $10 million toward the project, $1.2 million of which is expected to be expended in the next phase of engineering, permitting, and site development. American Lignite Energy will provide matching funding in order to receive the state assistance.
South Jordan, UT-based Headwaters Energy Services is a division of Headwaters Inc. (NYSE: HW). Based in Dallas, The North American Coal Corp., a subsidiary of NACCO Industries Inc. (NYSE: NC), mines and markets lignite coal primarily as fuel for power generation, and provides selected value-added mining services for other natural resources companies.

China und Südafrika sind Vorreiter, jedoch auch für andere Länder mit großen Kohlereserven wird das Verfahren wegen des künftig wohl anhaltend hohen Preises beim Öl zunehmend wirtschaftlich. Als Anlagenausrüster ist Deutschland schon dabei. Monteure des Hochdruckpumpenherstellers Uraca, Bad Urach, bauen gerade wesentliche Komponenten für die weltweit erste Industrieanlage zur Kohleverflüssigung in China auf. Voraussichtlich werden sie noch in diesem Jahr die Anlagenkomponenten in Betrieb nehmen....

ENERGY: Price of clean coal power plant soars

The estimated cost of a U.S. government- and industry-funded project to demonstrate a coal-fueled power plant that traps carbon dioxide emissions has risen 85 percent in three years to $1.76 billion, the Department of Energy said.
That boosted the government's 74 percent share to $1.08 billion, including $80 million that it expects to raise from other countries, the Energy Department said in a draft environmental impact statement posted Friday on its website. An industry group will contribute $378.7 million, and $300 million will be raised from power sales, it said.

Lawmakers Push for Big Subsidies for Coal Process

Prodded by intense lobbying from the coal industry, lawmakers from coal states are proposing that taxpayers guarantee billions of dollars in construction loans for coal-to-liquid production plants, guarantee minimum prices for the new fuel, and guarantee big government purchases for the next 25 years.
With both House and Senate Democrats hoping to pass “energy independence” bills by mid-July, coal supporters argue that coal-based fuels are more American than gasoline and potentially greener than ethanol.
Coal companies are hardly alone in asking taxpayers to underwrite alternative fuels in the name of energy independence and reduced global warming. But the scale of proposed subsidies for coal could exceed those for any alternative fuel, including corn-based ethanol.

Even the big oil companies see opportunities. Royal Dutch Shell, which holds patents on systems to turn coal into gas, is quietly looking for opportunities to start its own plants. Shell executives say they have been asking Congress for money on for research on carbon sequestration.
