In USA war heute ein weit höheres BID fuer die ADR's als die indiquierten 1,12  USD.....76,51 €....... € 1.2566 AUD............jedoch,wenn es keine Verkäufer gibt,.......welche das AU BID der Aktien unterbieten wollen........gibt es eben keinen Handel in USA........;-)))))))))))))))))))))))))))))))))))))))))))))

Stellt sich in Anbetracht des Vergleichs der Eu,AU,US VOL wohl die Frage wo (incl.crossen) (US,D,AU)tatsächlich der Kurs gemacht wird:????????????????

Für meine "latente Werbung" ,für das Hotel,in dem die HV stattfindet.

Das ist nun mal nicht in der Kaninchenstrasse.Es gibt natürlich in POM auch Backpackers Angebote,zu denen man ganz locker auch vom Flughafen trampen kann.;-))
Das könnte sogar nachts einen besonderen Reiz haben.Wenn dort 2 Clans sich in die Wolle kriegen,das sollte man echt mal gesehen haben.Danach bekommt das Wort Reconciliation eine ganz andere Bedeutung.;-))))))))))

Auch für die SL Tour wollte ich keine Reklame machen,(für den Fall dass einige mods das so verstanden haben sollten.)die war schon vor der Bekanntgabe der Flugdaten durch die SCG u. OH Eigner xxx fach ausgebucht.

Hallo nekro et. al.

Gibt es irgendwelche Hinweise, dass es jetzt wirklich zur Übertragung der Aktien an das ABG kommt? Ich glaube mich an ein Datum 17.11. erinnern zu können. Das sollte aber doch Auswirkungen auf den SP haben, und zwar vorab. Tut sich aber nichts besonderes.

Irgendwann sollten die Singularitäten im Kurs einer monotonen Kurve Platz machen (im streng mathematischen Sinn)

For your information Vikki, we the landowners of downstream Jaba River have a landowners association and we have our spokesman, and its not BLACKSTONE ORARU. We don't know who your comrade is Vicki. All Forumers, please note; We reject and dis-own the contents of this postings outright and the architects of this posting.

As far as the landowners of downstream Jaba river are concerned, we will deal with the tailings issues affecting us at an appropriate time and at an appropriate forum. NOT this forum. Your posting of this piece of gabbage is an insult to the intelligence of the Bougainvilleans Vikki, let alone the intelligence of the downstream Jaba river landowners.

Can you tell me what piece of land you and Blackstone Oraru own and what CLAN you both belong to down the Jaba river? Mipela ino save long yu tupela ya!

Wenn du in USA handeln willst,so solltest du zuerst bei deiner Bank abklären über welchen MM die deine Order routen.Bei Consors u. DAB habe ich z.B. binnen eines Monats 2 Miniausführungen bekommen,welche nach dem Rückkauf nicht mal die Orderkosten decken. (5 u. 8 K von jeweils 100K)
Kurioserweise klappt es über meine Mini Spaarkasse ausgezeichnet.;-)))))))

In der Regel plaziert der/die Käufer ihre ADR Order 10% unter AU Aktienkurs.Bei einem ADR-Aktien Spread in D von 10-20% immer noch ein lohnendes Geschäft,die richtige Ordergrösse vorausgesetzt.Auch verringert sich dadurch der ADR Bestand in D was wiederum dem Kurs zugute kommt.Nur leider werden die Shares anderntags in AU 1-2 cts unter dem aktuellen ASK wieder zum VK gestellt u. drücken so dort wieder den Kurs.Deshalb habe ich das crossen vorerst wieder eingestellt ;-))

Die Uebertragung der mining etc. Rechte musste vom ABG 1 Jahr vorab beantragt werden. Dieses Jahr ist jetzt am 17.11 abgelaufen.Dass die draw down jetzt wirklich taggenau erfolgt glaube ich jedoch eher nicht,hat PNG sich doch mit der Aussage
"wenn das ABG dazu bereit ist",eine Gummiformulierung eingebaut.

Das sollte die Longs aber nicht weiter stören,wurden doch die Gelder dazu dem MRA schon zur Verfugung gestellt.Auch hat die Weltbank B'ville 16 Mio USD zugesagt,von denen ein Teil dazu benutzt werden soll dort ein "Miningministerium" zu installieren.

1. Key development issues and rationale for Bank involvement

The Papua New Guinea (PNG) mining sector continues to be a very important sector for the economy, contributing about 60% of exports and 20% of fiscal receipts.  Over the last three years, PNG’s mining industry has experienced a resurgence in exports and profitability largely fueled by the recent commodity price boom.  As a result, the earnings from mining have been a key contributing factor in the increases in government revenues and of foreign exchange reserves to record high levels. Continued engagement in the sector will help raise the quality of sector governance as well as improving the standards of environmental and social stewardship and contribute to rural livelihoods and improved social service delivery.  The successes achieved under the Mining Sector Institutional Strengthening Technical Assistance Project (2000-2006), lay the basis for the proposed project which will both address new issues (Extractive Industries Transparency Initiative - EITI; mining on Bougain!
ville; and seabed exploration and licensing), and scale up successful pilot activities trialed under the first TA Project (tax audit and collection; Women in Mining; and artisanal and small-scale mining - ASM).

The proposed project, which is essentially a repeater project, fits well with the preliminary objectives of the new CAS which is presently under preparation.  It supports the over-arching CAS objective of poverty alleviation in three ways.  First, the assistance to the Mineral Resources Authority (MRA) and Internal Revenue Commission (IRC) and the support for possible participation in the EITI will all help to improve sector governance and increase government revenues from commercial scale mining. Second, the support for ASM together with initiatives to improve economic linkages of commercial scale mining to local communities will help to improve rural livelihoods.  Third, the support for implementing the Government’s Women in Mining 5 Year Action Plan (2007-2012) combined with preparation of the proposed mining sector Gender Equity Policy will help to improve service delivery by both government agencies and civil society groups in mining communities and will also provide !
policies and initiatives that can be potentially be replicated in other sectors and throughout the country.

The project was originally requested by the Minister of Mines during a meeting with the Acting RVP in March 2006.  However, subsequent preparation was delayed by internal difficulties in PNG which were resolved in late 2006.  Support for the project was confirmed by the Minister as well as the newly appointed Acting Secretary of Mines, members of the MRA Board, and the Department of National Planning and Monitoring (DoNPM) during missions in January 2007 and March 2007.  Mines Department Officers have been actively engaged in developing the proposed project scope and identifying champions for project sub-components.

The Bank is in a unique position to integrate mining sector reform with broader macro economic and fiscal management issues and ensure results are shared with other sectors.  The Bank has followed the development of the PNG mining sector over the past decade and knows both DoM and IRC very well and is positioned to ensure that institutional strengthening takes place in a fully consistent manner and is integrated with larger institutional and governance reforms in PNG.  The other donor agency working on mining in PNG is the European Union which is providing physical infrastructure including new offices for the MRA, ASM training centers and supporting airborne geophysics and geological mapping.

2. Proposed objective(s)

The proposed project development objectives are (i) to support the institutional strengthening of the main mining sector agencies for administering the mining sector to improve sector governance; and (ii) to build the capacity of the affected communities, especially women’s organizations and youth, to better benefit from mining sector activities.

If successfully implemented, the project will assist the Government of PNG to achieve the following outcomes:
• improve the quality and effectiveness of governance in mining sector regulatory agencies;
• attract additional exploration and mining investment from good quality investors;
• improve the benefits both to the nation as a whole and to individual mining communities with special attention to the distribution of benefits between men and women;
• improve economic opportunities for youth in both small scale and large scale mining areas;
• improve the environmental and social performance of mining operations, both large and small scale, including sound mine closure practices;
• achieve safer ASM activities with better environmental and social outcomes;
• increase tax collections from the sector so that more revenue is available for Government to provide social services, reduce poverty and raise incomes; and
assist the Autonomous Bougainville Government to establish a functioning Mining Department.

3. Preliminary description

The proposed project would consist of six components as follows:
• Support for MRA to become fully operational and fulfill its responsibilities including licensing and overseeing ASM activities and monitoring mine closure work  (USD4 million)
• Support for the Autonomous Bougainville Government to review previous legislation and to develop the legal, regulatory and institutional framework for mining (USD1 million)
• Support to the DMPGM to complete a revised mining legal framework and a Sustainable Mineral Development policy; and to develop an offshore mining policy (USD 2 million)
• Support to the IRC to investigate and audit mining companies and to possibly extend IRC experience in mining to petroleum projects (USD5 million)
• Support to Women’s Associations and Youth in six mining communities and regions and the National Council of Women (NCW) (USD 4 million)
• Support to the Government to Adopt and Implement the EITI (USD1 million)

The implementing agency is the Mineral Resources Authority (MRA).  The MRA will assist with coordinating implementation sub-components in both the DoMPGM and the IRC. Rather than an external stand-alone Project Implementation Unit, the project is proposed to be implemented through a Special Projects Unit (SPU) being established within the MRA and staffed by the MRA.  Some consultant support for the SPU may be required initially, e.g. to assist with developing capacity to manage procurement activities.

The proposed financing takes account of the lead role that the Bank has regarding the mining sector. Co-financing will be sought from the EU for the ASM aspects of the MRA component and from Australia for the IRC and Women in Mining components.  A TA instrument was chosen because the core of the activities are capacity building.

The total project cost is estimated at approx. of USD17.5 million including the foreign exchange cost of USD16 million and local currency cost of USD1.5 million.  An IDA Credit of USD11 million is proposed to finance the direct foreign exchange cost together with US$5 million co-financing.  The balance of the cost will be provided by the Government.

4. Safeguard policies that might apply
[Guideline:  Refer to section 5 of the PCN.  Which safeguard policies might apply to the project and in what ways?  What actions might be needed during project preparation to assess safeguard issues and prepare to mitigate them?]

The project is proposed to be rated as category B for environmental purposes.  The project will not involve direct investment in mining activities but through its policy and regulatory strengthening it could have indirect environmental impacts by encouraging increased commercial scale mining and ASM activities in the future.  Since there is no direct investment in mining operations there is no resettlement involved in this project nor is there any requirement for an resettlement plan.

Wer kann abschätzen, was das für die Zukunft von BOC bedeutet? Wenn man zunächst die Chinesen nicht so recht wollte, es jetzt aber u. U. ohne sie nicht geht?

Also, mein Bauch sagt, es gefällt ihm nicht.

sehr schön, am besten noch 2-3 Wochen bei diesen Kursen pendeln, dann Ausbruch über 1€. Ist schon stark, das man nach dem Ausbruch von 40 Cents auf 1 € schon wieder das Volumen austrocknet. Lässt imho gutes erwarten.

Momentan bildet sich ein symmetrisches Dreieck, der Ausbruch wird kommen, wenn die Bollinger sich eng zusammengezogen haben. Normalerweise ist das eine Fortsetzungsformation des übergeordneten Trends - und der läuft eindeutig nach oben!

The draw down of powers will be determined partly by the capacity of the ABG to absorb the requested powers In late 2006 the ABG gave notice to the National Government to initiate the draw down of mining, oil and gas and other related powers to Bougainville. Until Bougainville passes its own laws on any particular subject, existing PNG laws will continue to apply in Bougainville

Under the autonomy arrangements all powers (except Foreign Affairs, Defence and the National Currency) are available for draw down by the ABG. The ABG will initiate the process of draw down of powers available to it by giving 12 months notice to the National Government (Part XIV, Sections 290 and 295 of the PNG Constitution).

Weapons disposal the first step: Massat

The issue of weapons disposal will be the main priority target area that the police service will be working towards in their 2008 budget plan, Autonomous Bougainville Government police minister Ezekiel Massatt at a press conference said yesterday.
Mr Massatt said the issue of firearms was still one of the largest problems throughout the communities in Bougainville.
“Reports have been forthcoming into my office that many weapons are still floating around in the villages, “ he said.
The Bougainville executive council has already been advised on his weapons disposal priority plans and is looking forward to support the move.
Mr Massatt said as the Police minister he was very concerned over the issue and appealed to the people of Bougainville for their support in combating the illegality of firearms.
“It’s about time we, the people of Bougainville, leave our past behind, reconcile and move on with our normal life.
There is no need for us to hold firearms in our hands because there is no enemy to fight against,” Mr Massatt said.
He added that for Bougainville to move forward, must get rid of the illegal guns that are hiding in our homes”.
He said as Christmas period was nearing, the Bougainville police would be carrying out a three-week operational awareness programme to villages in the region.
Mr Massatt said the awareness would be based on issues affecting the community and law and order.
“The awareness programme is to highlight what the Police would be accepting from the public and what would happen to law breaker if they do not cooperate,” Mr Massatt said.

Attitudes to mining, oil and gas exploration are positive. A mining division has been established under the Administration’s new structure; however the moratorium on exploration remains in force. The request to draw down mining powers is intended to speed up the lifting of the moratorium and enable negotiations with potential investors to begin.

Die gesammelten Bauchwahrnehmungen mögen ein Hinweis für die Zukunft geben,
deren Enftaltung sich schon jetzt abzuzeichnen vermag.

Ich rechne mit einer Umwandlung der Bougainville Aktien in RioTinto bzw. BHP Aktien,
was die Originale betrifft und eine lausige Abfindung,-aus früheren verlustreichen ADR Erfahrungen gesprochen,- für die ADR Inhaber.

Wer als Bougainvilleaktionär auf eine preiswerte Altersversorgung gesetzt, wird wohl
enttäuscht werden.

Sorry, halte ich für extrem unrealistisch. Was glaubst Du, was PNG oder AGB sagen, wenn der potentielle Jackpot, auf dem sie in Form der BOC-Aktien sitzen, "wertlos" in Rio Tinto oder BHP umgetauscht wird?

Ich bin zwar kein Rechtsexperte, aber wenn, dann kann es nur ein freiwilliges Übernahmeangebot geben. Einen zwangsweise Umtausch halte ich für unrealistisch.

wer auf eine preiswerte Altersversorgung durch die Bougainville Aktie gesetzt hat,
wird wohl enttäuscht werden.

Es ist anzunehmen, daß große Geld aus dem Minenbetrieb...
werden nicht wir einstreichen.

Es ist gesund zu schlafen, aber träumen hilft nicht viel.

Eine pessimistische Einstellung zu Bougainville liegt mir fern, es gibt auch keinen
ersichtlichen Grund dafür.

Nur den ADR,s traue ich nicht.
Wer schon länger im WO.Goldminenforum gelesen hat, kann sich gewiß noch an Central Norseman ADR erinnern,die rechtelosen ADR-Halter wurden damals gnadenlos  übern Tisch gezogen.
