"Australian mineral exploration company, Orocobre, announced a joint venture with Toyota Motors (TM) to develop the Salar de Olaroz lithium brine project in Argentina. Toyota will fund completion of the feasibility study by Q3/10 and acquire a 25% interest in the joint venture at a cost based on the feasibility net present value. Toyota will also arrange Japanese government debt financing to fun at least 60% of the capex and will have the right to arrange an offtake agreement. Construction is expected to be completed by 2011. Olaroz has an inferred resource of 350 million kL of brine grading 800 g/kL lithium and 6,600 g/kL potassium, or 1.5 million tonnes lithium and 4.4 million tonnes of potash. So when have you ever seen Toyota enter the mining business? This is consistent with their stated intent to dominate electric and hybrid electric vehicle markets, both of which are dependent on lithium. Toyota plans to begin retail sales of a plug-in version of its popular Prius hybrid car, powered by a lithium-ion battery in the next two years. Magna International (MG.A) and others are also partnering up with lithium explorers and developers. This theme appears to be is clearly recognized by the battery and auto manufacturers as well as the retail investors. So far only the senior lithium producers (all large specialty chemical conglomerates) and institutional investors seem to be missing the boat. This read-through is positive for lithium explorers and developers like Canaccord Adams' top lithium picks: Canada Lithium (CLQ), Lithium One (LI) and Western Lithium (WLC). Additional explorers such Rodinia Minerals (RM) and Lithium Americas (public soon) could also benefit. Of these, only Canada Lithium has a strategic partnership (Mitsui, in this case)."

Western Lithium Receives Plan of Operation Permit for Nevada Lithium Project; Work Program Underway
Reno, Nev., USA: Western Lithium Corporation (TSX-V: WLC; PK: WLCDF) has received approval for its plan of operation for its Kings Valley Lithium Project in Nevada, USA.
Western Lithium’s plan of operation, which was submitted in May 2008, was recently approved by both the U.S. Bureau of Land Management (BLM) and the Nevada Department of Environmental Protection. The work program will include an extensive drilling and trenching exploration program to further delineate the resources of Western Lithium’s Stage I Lens, test suitable mining methods for the project and obtain bulk samples for use in pilot plant studies. The plan also included an environmental assessment.
“We are very pleased to receive this important permit for our Nevada lithium project,” said Dennis Bryan, Western Lithium’s Senior Vice President of Development. “We will now initiate further environmental and baseline studies, progressing toward the ultimate goal of permitting a mining operation on the Kings Valley site.”
“We will continue to work closely with the BLM and other federal, state and local agencies that regulate mining activities in Nevada as we advance this project through to production,” continued Bryan.
The drilling and trenching approved under this permit has commenced and is expected to take approximately eight weeks to complete with results expected later in 2010.
In addition, Western Lithium has filed its National Instrument 43-101 (NI 43-101) compliant Preliminary Assessment and Economic Evaluation on the Kings Valley Lithium Project (see Western Lithium January 12, 2010 news release). NEW YORK (Reuters) -
Lithium miner Western Lithium (WLC.V) is seeking strategic partners to help develop a planned mine in Nevada that it hopes to bring on line by early 2014, President Jay Chmelauskas said on Wednesday.
The company, which has a market capitalization of about $114 million, expects development of its Nevada mine to cost about $400 million, Chmelauskas said at the Reuters Global Mining and Steel Summit in New York.
The company is currently working on environmental impact filings for the Kings Valley Lithium Project, and hopes to win those approvals within the next two years. Last month, the company said its plan of operation had been approved by federal and state regulators.
"We're in discussions all the time. At the appropriate time, we'll bring in a partner," he said.
Western Lithium is betting that car makers' plans to devlop electric vehicles will prove a boon to the lithium ion battery industry, lifting demand for lithium metal by two- or three-fold in the coming years.
"Our potential partners are strategics that would be able to give us better bank financing," Chmelauskas said.
The company currently has no production of lithium metal, but expects to reach an output of 27,000 tons per year in its planned mine's first stage.
The company expects to find a partner among the companies that currently supply the auto industry as it nears the start date for the mine, he said.
"As we de-risk our project, as we get perceived as an economic threat to existing producers, you get more value," Chmelaukas said.
Worldwide demand is about 100,000 tons per year, up from 70,000 tons about five years ago, but is currently oversupplied, he said.
SQM SQMa.SN, the largest supplier of lithium metal, announced a price cut of 20 percent in September.
"At some stage, we think the market is going to look better than it looks today. Right now the market is very speculative. If we can show we're competitive with existing producers, we're going to be in a very compelling position," he said.
