Da die längerfristigen und spürbar negativen Folgen neoliberaler Transformationsprozesse für die Bevölkerung nicht im Verborgenen bleiben, wird aus macht-technischer Sicht eine gezielte und manipulative Verbreitung von Angst notwendig, um soziale Machtordnungen aufrecht zu erhalten und Herrschaften zu sichern. Die Bewusstseinsmanipulation durch Angst ist einerseits durch deren relativ leichte Erzeugung, sowie deren große evolutionsgeschichtliche Bedeutsamkeit im Hinblick auf soziale Beziehungen, sowie soziale Ordnungen besonders wirksam.
