Dear Cyberlux Shareholder:
Your Company's Board of Directors is pleased to advise you that the shift in
manufacturing emphasis from consumer lighting products to Military, Homeland Security
and Industrial solid-state lighting systems has proven to be a resounding success. During
the past year, we have increased our employee base from eleven to twenty, expanded our
internal engineering/logistics capability, perfected a manufacturing contract with a
domestic ISO 9001:2000 fabricator and developed a proprietary supply relationship with
a high-quality, high-performance volume circuit board producer.
Although the Congressional budget controversy has moved a significant portion of our
anticipated 2007 sales of $3.7 million forward into the first half of 2008, the pending, to
be funded, commitments from our military customers have exceeded expectations. Earlier
this year, we met with several Congressional Aides that are in active liaison with
deployed war fighters who had become impressed with the Company's covert & visible
solid-state BrightEye tactical lighting system. After product demonstrations to the Aides
in the Capitol building, they enthusiastically recommended budgetary provisions for the
BrightEye to their respective Representatives and Senators who responded with a line
item inclusion of $8 million in the military appropriations budget for fiscal year 2008.
On November 17, 2005 we submitted an unsolicited proposal to the Department of
Homeland Security relative to consideration of a solid-state semiconductor lighting
solution for the Secure Border Initiative. On January 10, 2006, we were asked to
demonstrate the system at Homeland Security headquarters in Washington, D.C. On
September 21, 2006, the Department of Homeland Security announced a $2.5 billion
contract award to the Boeing Company as the manager of the Secure Border Initiative Net
(SBInet). On September 18, 2007, we filed a Form 8-K with the U.S. Securities and
Exchange Commission which advised that Cyberlux had been awarded a Supplier
Agreement by the Boeing Company for lighting equipment to be deployed in connection
with SBInet. On November 30, 2007, we delivered our first special SSL Tower to Boeing
for field trials and were promptly classified as a "Gold" status vendor.
In November of 2006, Cyberlux acquired the worldwide rights to Scattered Photon
Extraction (SPE™) methodology developed at the Rensselaer Polytechnic Institute which
was followed in January 2007 by the acquisition of a patented hybrid organic/inorganic
LED technology from the University of California, Santa Barbara. The vision of the
Company was to combine the two proprietary techniques into a single breakthrough
technology, Hybrid Lighting Technology (HLT), which will enable the manufacture of
solid-state semiconductor lighting fixtures at a cost competitive to fluorescent lighting
while providing the expanded benefits of LED energy efficiency and substantially
extended light life. The first "proof of principle" prototype was produced in May of
2007 in cooperation with RTI, International at its laboratories in Research Triangle Park,
NC. Subsequently, a third party intellectual property appraisal firm quoted the
breakthrough pre-commercialization value of the HLT process at $5 Million. We have
recently been approached by a major conventional lighting manufacturer that wishes to
discuss licensing arrangements for use of the HLT process. If these discussions result in
an agreement, we will so notify our shareholders and the SEC.
As noted in the foregoing paragraphs, the Company has realized significant progress over
the past few years and now expects to grow exponentially based upon its foundations in
technology, its creation of distribution channels and the vitality of its young management.
We are particularly excited by continuing advances in technology and our ability to
contribute meaningfully to the new revolution in lighting. During the next few months,

Cyberlux to Provide Task Lighting for New York City's New 911 Public Safety Answering Center
RESEARCH TRIANGLE PARK, N.C., Jan. 15 /PRNewswire-FirstCall/ -- Cyberlux Corporation (News) (BULLETIN BOARD: CYBL), a leading provider of LED lighting solutions, announced today that the Company has been selected to provide portable task lighting for the City of New York's new 911 Public Safety Answering Center. Selected by Evans Consoles, the manufacturer of the new 911 Dispatch Command Consoles, the Cyberlux Portable LED Task Light will illuminate the work environment of the new 911 public safety call taking and dispatching operators. Cyberlux received an initial order from Evans Consoles for 355 units valued at over $64,000.

Evans Consoles (http://www.evansonline.com/), the world leader in the design and manufacture of mission-critical custom control room solutions, selected Cyberlux to develop the LED Task Light in order to meet the energy-efficiency, durability and performance requirements of the new City of New York 911 Public Safety Answering Center (PSAC). Da ja im letzten Jahr einiges angeleiert wurde [ich sag nur BOING/US-Army ...], was jetzt (erst) in den Bilanzen erscheinen müsste, wird es die nächsten Tage bestimmt auch viele spekulative Anlieger zu diesem Wert treiben...

Cyberlux Receives First Commitment from USAF for $3.3M in Portable Illumination Systems

RESEARCH TRIANGLE PARK, N.C., Feb. 19 /PRNewswire-FirstCall/

Cyberlux Corporation, (News) (BULLETIN BOARD: CYBL), a leading provider of LED lighting solutions, announced today that the Company has received the first commitment for 80 BrightEye and 60 WatchDog Visible and Covert Portable Illumination Systems from the United States Air Force (USAF). This initial USAF order for Cyberlux tactical lighting equipment equates to $3,318,646 in revenue, including spares and maintenance supplies. The Company projects that operations will be cash flow positive with the fulfillment of these first USAF orders.

The 2008 Department of Defense Appropriations legislation contains $8.0 million for the equipping of the USAF with Cyberlux Portable Illumination Systems. As part of this $8.0 million budget, the USAF Air Mobility Command will first fulfill the requirements of the Operations, Installation and Mission Support commands for the BrightEye and WatchDog systems. The remaining $4.6 million appropriations will be allocated within the Air Mobility Command and other USAF commands during the remaining Fiscal Year 2008.

"Cyberlux is a leader in solid-state lighting innovation, and our Portable Illumination Systems are engineered to provide the U.S. Armed Services with next generation tactical lighting capability. The commitment from the USAF will begin the deployment of new lighting technology within the most important Air Force commands, but this is just the start of a longer-term lighting technology transition from incandescent-based lighting to solid-state lighting, which strongly positions Cyberlux for inclusion in the Fiscal Year 2009 budget and beyond," said Mark Schmidt, president and chief operating officer for Cyberlux. "We've been pursuing this market for the last several years, and we are excited to be selected by the USAF to lead this technology transition. The BrightEye Portable Illumination System is designed as a portable visible and night-vision compatible illumination system for general mission tactical lighting, force protection, maintenance lighting, expeditionary base protection, disaster first responders, and other rapidly deployable high-intensity lighting applications. Using advanced optics, advanced solid-state lighting technology, and light-weight battery power, all contained in an easily transportable wheeled case, the BrightEye system is capable of eliminating the space-consuming bulk, noise and energy consumption of the current generator-powered incandescent lighting systems. Unique to the marketplace, the BrightEye system provides both white and night-vision compatible covert lighting, a capability not available in traditional lighting systems.

In September 2007, the USAF Expeditionary Center Air Mobility Battlelab (AMB), an organization that explores high-payoff concepts, technologies and tactics to advance the capabilities of Rapid Global Mobility and Agile Combat Support, announced the successful completion of the BrightEye Portable Illumination System's evaluation period (http://www.amc.af.mil/news/story.asp?id=123069485). The Air Mobility Command expeditionary subject-matter experts evaluated the BrightEye System's capabilities and determined that the BrightEye System weighs 94% less than their current diesel-powered incandescent lighting systems, saves an estimated 63% in daily operating costs and is 97% smaller in footprint. In addition, the AMB concluded that the BrightEye System provides versatile and economical tactical lighting capability as required by expeditionary forces across all U.S. armed services.

In 2006, the Air Mobility Battlelab selected Cyberlux Corporation to deliver the WatchDog System by adapting its commercially available portable lighting systems to meet USAF Air Mobility Command requirements. Cyberlux was one of 26 competing companies to submit proposals to develop a lightweight, portable lighting system for both visible lighting and infrared NVG-compatible lighting. Cyberlux was selected during the USAF competitive review process to develop the WatchDog Portable Covert Illumination System.

The resulting WatchDog Portable Covert Illumination System, which weighs less than 50 pounds including batteries, is a perimeter lighting solution for the protection of landed aircraft assets and attendant personnel. The WatchDog System provides security lighting for an exterior boundary of 600 feet x 600 feet with either visible light or covert night-vision goggle (NVG) compatible infrared light. The Watchdog System was designed to protect military assets on the ground, such as a C-130 transport aircraft, by creating a "lightless" zone around the asset while illuminating the surrounding protection boundary. In covert illumination mode, the system increases the visibility of NVGs by almost sixfold. The system can easily be carried to remote locations and deployed quickly, and with highly efficient LED technology, the system can provide lighting for several days with a single battery charge.

The BrightEye and WatchDog Systems are available through the General Services Administration (GSA) Federal Supply Schedule 56 for Specialty Lighting products under Cyberlux GSA Contract GS-07F-9409S.

deployment on Cyberlux business outlook.
"Although there is a tremendous focus within Congress and the media on the SBInet
Virtual Fence Project 28 proof-of-concept, Cyberlux Corporation is one of two lighting
companies within the SBInet Toolkit supplier base with the responsibility for providing
lighting capability for the SBInet Mobile Infrastructure solutions for the Custom and
Border Patrol (CBP). Specifically, Cyberlux is supplying its BrightEye technology for
use in the Portable 10 Meter Tower platform and in the fulfillment of any other tactical

Cyberlux successfully demonstrates new high-performance tower-based visible and covert lighting system in field exercise at the Army Intelligence Center with the USAF Air Mobility Command

Cyberlux Corporation, (OTC Bulletin Board: CYBL), a leading provider of advanced LED lighting solutions, announced today that the Company has successfully completed the field demonstration of the new 4-meter tower-based BrightEye high-performance solid-state LED lighting system. The testing was conducted by Cyberlux and the United States Air Force Air Mobility Command at Fort Huachuca, the home to the US Army Intelligence Center, located in Arizona. The new BrightEye 4M Tower Portable Illumination System is the latest product developed by Cyberlux to fulfill the United States Air Force requirements for portable, light-weight, battery-powered visible and covert night vision-compatible lighting systems for air field support, aircraft maintenance and forward air base in-theater lighting capability.

The BrightEye 4M Tower Portable Illumination System was tested in both visible and covert lighting modes to demonstrate advanced lighting capability during various scenarios, including force protection and broad area security lighting, first responder rapid set up capability, night vision-compatible illumination for aircraft maintenance, and general operational lighting for ground operation support of supply aircraft such as the C-130. All testing scenarios met the Air Mobility Command (AMC) expectations, including illumination levels, power system runtimes, system weight levels, and deployment set-up times.

The 2008 Department of Defense Appropriations legislation contains $8.0 million for the equipping of the United States Air Force (USAF) with Cyberlux Portable Illumination Systems. Of the $8.0 million budget, the USAF Air Mobility Command will utilize $3.3M to fulfill initial Operations, Installation and Mission Support requirements. The remaining $4.6M will be allocated within the USAF for the purchase of various BrightEye systems including the Dual Lighthead Portable Illumination Systems and the new 4M Tower Portable Illumination System during the remaining Fiscal Year 2008.

In an earlier field test evaluation, the AMC determined that the BrightEye System is 97% smaller in footprint, weighs 94% less than the current diesel-powered incandescent lighting systems and saves an estimated 63% in daily operating costs. In addition, the AMC concluded that the BrightEye System provides versatile and economical tactical lighting capability as required by expeditionary forces across all U.S. armed services.

Cyberlux Submits DOD-wide Budget Forecast to Congress for 2009

RESEARCH TRIANGLE PARK, N.C., April 8, 2008 /PRNewswire-FirstCall/ -- Cyberlux Corporation (News) (BULLETIN BOARD: CYBL), a leading provider of LED lighting solutions, announced today that the Company has competed its National Program budget forecast for solid-state lighting systems for use within the Department of Defense (DOD) and submitted this forecast to its sponsorship in the House of Representatives and Senate for 2009 Fiscal Year (October 1, 2008 to September 30, 2009) budget consideration. Cyberlux estimates the continuation of its Portable Illumination System National Program rollout within the DOD to be more than $25 million, which represents expanded demand for its tactical covert and visible lighting systems of over 300% from 2008 to 2009.

Although the Company has delivered its BrightEye and WatchDog Systems to certain commands within the USAF and the National Guard and the USAF has committed $3.3 million of the $8.0 million 2008 National Program budget for Portable Illumination Systems, these equipment requests, and the remaining $4.7M 2008 budget, remain unshipped pending designation of the National Stocking Numbers (NSNs) by the Defense Logistics Agency. This protracted accounting delay has created the need for two short-term equity financings which have recently been concluded.

Last week, the Company filed its 10-KSB (annual report) which reflected $15 million in write-offs for 2007, of which over $12 million was due to non-cash expenses attributable to the accounting application of SFAS 133 "Accounting for Derivative Instruments and Hedging Activities" associated with the imbedded derivatives contained within the Company's previous financing with NIR/AJW. To date, Cyberlux has accumulated $17.3M in these derivative instrument non-cash expenses. The Company has filed a law suit against NIR/AJW which is currently in process and is being aggressively pursued by our attorneys in New York State court.

With the delivery of all tactical systems included in the $8.0 million 2008 National Program budget for Portable Illumination Systems, Cyberlux projects that the Company will be profitable.

Cyberlux Corporation Invited to Participate in National Guard Disaster Response Exercise with BrightEye Tactical LED Lighting Systems

Cyberlux Corporation (News) (BULLETIN BOARD: CYBL) announced that the Company has been requested by the National Guard to participate in the Vigilant Guard 2008 Disaster Response Exercise in Beaufort, South Carolina from April 21st through April 24th. The Vigilant Guard event is designed to simulate the chaotic aftermath of an earthquake or terrorist attack and will include 50 specific missions designed to test emergency response, search and rescue, evacuation and distribution of goods capabilities. Cyberlux will deploy a team of its specialists to operate the BrightEye 4M Tower Illumination Systems and the BrightEye Dual Lighthead Tactical Illumination Systems to provide rapid set-up and "stadium-bright" lighting capability during the various exercises.

Over the last two years, Cyberlux has worked with select National Guard units and the National Guard Bureau to refine the capabilities of the Cyberlux portable visible and night-vision compatible illumination systems for general mission tactical lighting, disaster first response, force protection, maintenance lighting, expeditionary base protection and other rapidly deployable high-intensity lighting applications. Cyberlux Corporation, (News) (BULLETIN BOARD: CYBL), a leading provider of LED lighting solutions, announced today that the Company has received a purchase commitment for 10 BrightEye Dual Lighthead Tactical Illumination Systems from the Air National Guard. The initial Air National Guard order for 10 BrightEye Systems equates to $187,412 in revenue. In December 2007, the National Guard Bureau purchased 17 BrightEye Systems, a $313,004 purchase order, to equip the Nation's emergency response CERFP teams.

Over the last year, Cyberlux has worked with select Air National Guard units to evaluate the BrightEye products in order to refine the capabilities of the Cyberlux portable visible and night-vision compatible illumination systems. The Air National Guard intends to deploy the 10 BrightEye Dual Lighthead Tactical Illumination Systems to Aviation Support Facilities across the country. The BrightEye Systems will be used for aircraft maintenance lighting, expeditionary base lighting and other high-intensity lighting applications that require rapid deployment and a small size/weight footprint.

Importantly, the Cyberlux team was deployed with the Air National Guard's Emergency Medical Support (EMEDS) unit to provide the remote lighting capability for the EMEDS Operations Center. The EMEDS unit used the BrightEye 4M Tower for lighting the triage operations area while the Operations Center entry check point was lit by the BrightEye Dual Lighthead System. Inside the operating room, the BrightEye Dual Lighthead System was demonstrated for the EMEDS surgical team during their emergency surgical exercises. The BrightEye systems performed flawlessly during emergency medical exercises and the EMEDS units plan to pursue the BrightEye systems for field deployment.

The Air National Guard's federal mission is to maintain well-trained, well-equipped units available for prompt mobilization during war and provide assistance during national emergencies, such as natural disasters or civil disturbances. These 29 claims provide the Company with patent protection that extends to its WatchDog and BrightEye family of tactical lighting products, as well as other future product releases.
